Further information: The EU and the Member States share responsibility for protecting the EU’s financial interests and fighting fraud. Member State authorities manage approximately 74% of EU expenditure and collect traditional own resources (TOR). The Commission oversees both these areas, sets standards and verifies compliance. To protect the EU’s financial interests effectively, the Commission and the Member States have to work closely together. Each year the Commission, in cooperation with the Member States, submits a report to the European Parliament and the Council on measures taken to counter fraud and other illegal activities affecting the EU’s financial interests.
