Summary: Regulation (EU) 2021/1153 - formally adopted by the European Union (EU) on 7 July 2021 - establishing the legal basis for the Connecting Europe Facility (CEF) for the period 2021-2027. This is a text with EEA relevance. Further information: For the period 2021-2027, the Connecting Europe Facility 2.0 is aimed at supporting investment in transport, energy and digital infrastructure through the development of the Trans-European Networks (TENs). These facilitate cross-border connections and foster greater cohesion across the European Union (EU). For the 2021-2027 period, the budget amounts to around €25.8 billion for transport, around €5.8 billion for energy and around €2.1 billion for digital. This Regulation lays down the objectives of the CEF, its budget for the period 2021-2027, the forms of Union funding and the rules for providing such funding. It also repeals Regulation (EU) No 1316/2013 and Regulation (EU) No 283/2014. The draft law was tabled by the European Commission on 6 June 2018, in the framework of the discussions on the Multiannual Financial Framework (MFF) for the period 2021-2027. The Council of the European Union adopted a partial general approach regarding the draft law on 3 December, while the European Parliament adopted its negotiating position on 12 December. An informal agreement between the co-legislators on this proposal was reached on 8 March 2019. Following the adjusted proposals for the MFF 2021-2027, the amounts attached to this programme were discussed at the highest level by the European Council and a political agreement was reached in July 2020. The Parliament adopted a Resolution on this file on 23 July. One of the sticking issues was the funding ringfenced by the European Council for the Rail Baltica project. A revised informal agreement between the co-legislators was reached on 11 March 2021. The compromise text for the proposed Regulation was formally endorsed by the Council on 14 June, followed by the Parliament's plenary on 6 July. The Act was signed by the co-legislators on 7 July and published in the Official Journal on 14 July 2021. |
