Summary: Regulation which strengthens the mandate of the EU Agency for large-scale IT systems in the area of freedom, security and justice (eu-LISA). Further information: The EU Agency for the operational management of large scale IT systems in the area of freedom, security and justice (eu-LISA) was established by Regulation (EU) No 1077/2011 to be responsible for the operational management of the Schengen Information System (SIS) and the Visa Information System (VIS). Regulation (EU) No 603/2013 further entrusted eu-LISA with the operational management of Eurodac. The proposal was adopted by the European Commission on 29 June 2017 and aimed to review the Agency's establishing Regulation so that it could be adapted to the recommendations or legislative amendments stemming from the evaluation, as well as to improve the functioning of the Agency and enhance and strengthen its role to ensure that its mandate meets current challenges at EU level in the area of freedom, security and justice. The Agency’s new tasks, applicable from 11 December 2018, include ensuring interoperability of EU information systems, upgrade of existing and development of future systems and technical and operational support to Member States. The European Parliament discussed its stance on the proposal in October 2017 and its position was endorsed by the plenary session in January 2018. The Council of the European Union adopted its position on the proposed Regulation on 7 December 2017. The two institutions reached an informal agreement on 24 May 2018, and the Regulation was adopted on 14 November. The proposal was a follow-up to the Commission's April 2016 Communication on stronger and smarter information systems for borders and security, the final report of the High-level expert group on information systems and interoperability of 11 May 2017, and the Seventh progress report towards an effective and genuine Security Union of 16 May 2017. |
