Summary: Directive (EU) 2021/1187 - formally adopted by the European Union (EU) on 7 July 2021 - setting out measures aimed at reducing delays encountered in the implementation of projects related to the Trans-European Network for Transport (TEN-T). It is also known as the Smart TEN-T Directive. Further information: The Trans-European Transport Network (TEN-T) addresses the implementation and development of an EU-wide network of transport physical infrastructures. The policy also supports the application of innovation, new technologies and digital solutions on all modes of transport. Experience has shown that the implementation of the TEN-T core network projects have been affected by complex administrative procedures and regulatory uncertainty, with the potential for increased costs and delays. This Regulation aims to reduce those delays by limiting to three years the entire permitting process. It also aims to bring greater clarity to the processes which project promoters need to follow, in particular as regards permit granting, public procurement and other procedures. The draft law for this Directive was first announced in the European Commission's 2018 Work Programme. It was tabled on 17 May 2018, as part of the Third Mobility Package, the last package of the Europe on the Move initiative. The plenary of the European Parliament adopted its negotiating position on 13 February 2019. The Council of the European Union adopted its general approach on 2 December 2019. An informal agreement between the co-legislators on a compromise text for the draft Directive was reached on 8 June 2020. This file had to put in hold until the adoption of the Connecting Europe Facility (CEF) 2021-2027 was secured. The compromise text was eventually endorsed by the Council on 14 June 2021 and by the Parliament on 6 July. The Act was formally signed by the co-legislators on 7 July 2021 and published in the Official Journal on 20 July 2021. |
