Summary: Improving the learning of European languages contributes to mutual understanding and mobility within the Union and helps to increase productivity, competitiveness and economic resilience. Language forms the basis of the cognitive and social development of a child; the benefits of multilingual competences influence all aspects of life. The proposed Recommendation addresses a) the need to invest in language learning by focussing on learning outcomes and b) options to improve language learning in compulsory education by increasing language-awareness in school education. This proposal is part of a package of initiatives which aim to enhance learning mobility and educational opportunities in the EU, empower young people, in particular by encouraging them to participate in civic and democratic life, and harness the potential of culture for social progress and economic growth in Europe. |
