For the period 2007-13, almost €4 billion was allocated for the management of the Union's external borders and for the implementation of common asylum and immigration policies through the general programme 'Solidarity and Management of Migration Flows', which consisted of four instruments: the European Refugee Fund, the External Borders Fund, the European Fund for the Integration of third-country nationals, and the European Return Fund. The present report focuses on the period 2011-13, and presents findings from four ex-post evaluations. In line with the Commission's Better Regulation guidelines, the evaluations assessed the funds in light of their relevance, effectiveness, efficiency, sustainability of effects after the intervention ended, coherence with and complementarity to other EU financial instruments or national resources of the Member States and the added value of intervening at EU level. |
