The Institute for Government is an independent charity in the United Kingdom working to increase government effectiveness. It works with all the main political parties at Westminster and with senior civil servants in Whitehall. It provides evidence based advice that draws on best practice from around the world. The Institute for Government is a registered charity in England and Wales (Registered Charity No.1123926). The charitable objectives of the Institute are: + The advancement of education in the art and science of government in the UK for the benefit of the public and on a non-party political basis; While the 27 member states were likely to remain united in their approach to the Brexit negotiations, it was essential for the UK to understand the differences in their views. This paper argued that the Government must work with the UK’s allies in the EU to make the case for the future relationship it wants. But any attempt to ‘divide and conquer’ would backfire. To strengthen the UK’s alliances, the Government needed to show that it understands the individual interests of each member state. The paper looked at the trade, migration and domestic political priorities of each of the 27. It found there were some clear areas of convergence between UK and member states’ interests which the UK could use to build support, and assessed how the member states would balance these interests against the other issues – domestic and international – taking up their time. |
