Abstract: In order to promote reforms in Ukraine, Belarus and Moldova, its own interests in the eastern neighbourhood, and its founding goals and values, the EU should offer a clear membership prospect to these countries if they prove their commitment to European values and seriously aim to satisfy other criteria for membership. Currently this concerns Ukraine and Moldova whose European aspirations need active support and strong incentives from the EU. Of course, the goal of accession does not guarantee membership – fulfilment of the Copenhagen criteria must remain the key to accession. |
