Summary: On 29 November 2018 the Council of the European Union adopted a Decision on the position to be taken within the International Civil Aviation Organization (ICAO) regarding the adoption of the main set of requirements and recommendations for the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). Further information: In January 2018 the European Commission presented a proposal for a Council Decision on the position to be taken on behalf of the Union with regard to the ICAO's adoption of acts having legal effects in the area of civil aviation. The proposed Decision sets out the Union's position for the current triennium, which implements the ICAO's work programme for the period 2016-2019. On 27 June 2018 the ICAO Council adopted the first edition of the International Standards and Recommended Practices on Environmental Protection - Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA). The rules contained in CORSIA are liable to become binding in accordance with, and within the limits set out in, the Chicago Convention on International Civil Aviation. They are also liable to become binding upon the Union and its Member States under existing international air transport agreements. Background: The International Civil Aviation Organization (ICAO) was established by the Convention on International Civil Aviation (the Chicago Convention) which entered into force on 4 April 1947. All Member States of the European Union are Contracting Parties to that Convention and therefore members of ICAO. The EU itself is not a contracting party to the Chicago Convention but has observer status in the ICAO. The ICAO adopts international standards for civil aviation, in particular on aviation safety, air navigation and air traffic management, environment, aviation security, economic development in air transport, passenger rights and facilitation. These subjects are covered by provisions of the Lisbon Treaty and are to a large extent a competence of the European Union. To the extent possible the EU aims to ensure consistence with international standards in the area of civil aviation. |
