The author wrote that five years after opposition political leader Ilgar Mammadov was detained and given a jail sentence for allegedly inciting a riot, the authority of Azerbaijan’s best-known political prisoner was growing in 2018. In 2014 the European Court of Human Rights (ECHR) ruled that Mammadov had been prosecuted in order to silence his criticism of the government and should be compensated and released. The Azeri government ignored the ruling. In October 2017 the Committee of Ministers of the Council of Europe formally notified Azerbaijan of its intention to launch legal action related to the implementation of the Ilgar Mammadov v. Azerbaijan 2014 judgment from the European Court of Human Rights. Subsequently, the Committee of the Ministers of the Council of Europe in December 2017 asked the ECHR to examine the outcome and possibly sanction Azerbaijan by withdrawing its voting rights or even to expel the country from the Council of Europe. |
