Background and further information:

Regulation (EU) No 510/2011 sets the average CO2 emissions for new light commercial vehicles registered in the Union, by means of improvements in vehicle technology and innovative technologies.

Article 15(1) of Regulation (EU) No 510/2011 empowers the Commission to adopt delegated acts for a period of five years from 3 June 2011. The Commission is also required to present a report on the exercise of the delegation, to be drawn up not later than 9 months before the end of the 5-year period.

Since the entry into force of Regulation (EU) No 510/2011, the Commission has adopted delegated acts to define and amend rules for monitoring and reporting of data on average emissions, in particular laying down details on the information to be provided by manufacturers that wish to apply for emission derogation and adjusting the target calculation formulae and mass values in Annex I and II to the Regulation.
