Background and further information: Europe’s sustainable growth and competitiveness depend on efficient connectivity, both within and to the rest of the world. Achieving well-interconnected, interoperable and efficiently managed transport, energy and digital infrastructures in Europe requires the ability to plan and invest in a coordinated long-term approach at EU level. The Connecting Europe Facility (CEF) is a common, centrally-managed funding programme for transport, energy and telecommunications infrastructures, with an available budget of €30.4 billion for the years 2014 to 2020. It was established as part of the Europe 2020 strategy for smart, sustainable and inclusive growth and the EU’s ‘20-20-20’ objectives in the area of energy and climate policy. Under the CEF Regulation, the Commission, in cooperation with the Member States and the beneficiaries concerned, is required to present a report on the mid-term evaluation of the CEF to the European Parliament and the Council no later than 31 December 2017. The evaluation assesses the programme’s overall performance in light of its general and sectoral objectives, as well as compared to what has been achieved as a result of national or EU action. The detailed evaluation is presented in the Commission staff working document (SWD) accompanying this report. In line with the Commission’s Better Regulation Guidelines, the evaluation was carried out according to five criteria: effectiveness, efficiency, relevance, coherence and EU added value. The detailed assessment according to these criteria can be found in the SWD, while this report highlights the main findings from the process. |
