Further information: Foreign aid from official donors totalled USD 146.6 billion in 2017, a decrease of 0.6% from 2016 in real terms as less money was spent on refugees inside donor countries but with more funds flowing to countries most in need of aid. Bilateral (country to country) aid to least-developed countries increased by 4% in real terms to USD 26 billion, following several years of declines. Aid to Africa rose by 3% to USD 29 billion and, within that, aid to sub-Saharan Africa was also up 3% to USD 25 billion. Humanitarian aid rose by 6.1% in real terms to USD 15.5 billion. The European Union and its Member States continued to be the world's leading provider of ODA with an overall amount of €75.7 billion in 2017. This amount represents 0.50% of EU Gross National Income (GNI). This is significantly above the 0.21% average of the non-EU members of the Development Assistance Committee (DAC), despite a small decrease compared to the previous year. Background information: Official Development Assistance is an important source of financing for many developing countries. The international community spelt out in the Addis Ababa Action Agenda how development financing should evolve to support the 2030 Agenda for Sustainable Development. The data published on this occasion is based on preliminary information reported by the EU Member States to the OECD and to the European Commission. EU collective ODA consists of the total ODA spending of the 28 EU Member States and the ODA of EU institutions not attributed to individual Member States (i.e. own resources of the European Investment Bank).
