There was no doubt that the disappearance and likely death of the Saudi journalist Jamal Khashoggi in Turkey in October 2018 would now damage Saudi Arabia’s relations with the US and Europe. In a Commentary feature the author argued that the US and European governments must move beyond rhetoric and implement sustained diplomatic measures to persuade Saudi Arabia that political reform was its only option.
