After a long debating period, the Parliament adopted on 20 December 2017 a draft law which includes setting up a single body to fight corruption, bringing together several agencies. The bill also broadens the list of high-level officials whose income, property and conflict-of-interest declarations would be scrutinised by the new body.

However, Bulgarian President Rumen Radev announced his veto to the draft law on 2 January 2018 due to its potential lack of efficacy. He argued that the bill would not be independent and could be used to persecute political opponents.

On 12 January, the Parliament overturned the President's veto and confirmed the draft law.
