How do you avoid a war on the Korean peninsula that could be triggered not by a rational decision but by an accident or misperception? Deterrence is about something else. It targets the cost-benefit analysis behind the decision to start a war. Crisis management addresses more restrictively the military incidents that could lead to an escalation of hostilities. However, the lack of crisis management discussions between China and the United States could allow unexpected incidents to quickly escalate. The author suggested that Third parties such as the European Union or European states should make openings to host such talks to contribute to crisis management on the Korean peninsula. |
