Summary: Joint Communication published by the European Commission and the EU's High Representative for Foreign and Security Policy on 18 November 2015, which sets out a review of the European Union's European Neighbourhood Policy (ENP). Further information: The European Neighbourhood Policy (ENP) was first outlined by the European Commission in 2003 and launched in the following year. It aimed at helping the European Union support and foster stability, security and prosperity in the countries closest to its borders. While the EU remained committed to these goals, a series of events led to the understanding that a new approach was required, a re-prioritisation and an introduction of new ways of working. Those events took place outside of the borders of the European Union, but also highlighted the interdependence between the EU and its closest neighbours. The purpose of this review of the ENP was to propose how the European Union and its neighbours can build more effective partnerships in the neighbourhood. In doing so, the EU sought to pursue its interests which include the promotion of universal values. Differentiation and greater mutual ownership were set as hallmarks of the revised ENP, recognising that not all partners aspire to EU rules and standards, and reflecting the wishes of each country concerning the nature and focus of its partnership with the European Union. This review embodied over 250 responses from a public consultation launched in March 2015. This review was closely coordinated as part of the broader work on the EU Global Strategy on Foreign and Security Policy. The Council of the European Union adopted a set of conclusions in response to this review on 14 December. |
