Summary: Public consultation launched by the European Commission in April 2017 aimed at revising Regulation (EU) No 211/2011 on the European Citizens' Initiative (ECI). Further information: The European Citizens Initiative (ECI) enables at least one million citizens of the European Union (EU), coming from at least seven Member States, to invite the European Commission to propose a legal act on matters where it has competence to do so. The ECI was introduced by the Lisbon Treaty as a tool to foster citizen participation and to bring the EU closer to its citizens. Regulation (EU) No 211/2011 established the rules and procedures governing the ECIs. A report on the application of this Regulation was published by the Commission in March 2015, where a number of challenges were identified and a set of technical studies were launched. In April 2017, the Commission announced a public consultation ahead of a legislative initiative looking to review the existing Regulation. The consultation remained opened from 24 May 2017 until 16 August 2017. |
