The resolution welcomes the proposed increase in the budget of Horizon 2020, the Connecting Europe Facility and Erasmus+. It regrets the importance of urgency of the migration and refugee crisis 'is not in line with the significant decreases' for the dedicated funds and programmes. It also takes positive note of the EU initiatives in the field of defence research, but argues it should not be financially detrimental to existing programmes.

The European Commission put forward its proposal for the annual budget in May 2017.

The European Parliament's plenary session approved a resolution comprising its position on the proposal regarding the EU budget for 2018.
