Communication on the mid-term review of the Capital Markets Union action plan

The Capital Markets Union (CMU) initiative was launched in September 2015 under the Juncker Commission. Its first Action Plan set out a number of building blocks aimed at developing a single market for capital in the European Union (EU), and through it increasing and diversifying the funding sources for businesses and long-term projects. It sought to reinforce the third pillar of the Investment Plan for Europe.

This review reports on the implementation of the CMU Action Plan adopted in 2015. In accordance with the original timetable, the European Commission delivered over half of the measures announced in that plan. The review also updates and complements the original agenda with new priority measures, drawing on the responses to a public consultation launched earlier in 2017.
