Further information: The EFSD is part of the External Investment Plan (EIP) and proposes to mobilise EU grants to catalyse investment from public and private sources to tackle the root causes of migration in the European neighbourhood and Africa, while helping to achieve the 2030 Agenda Sustainable Development Goals. It is also in line with the Migration Partnership Framework. The proposal on the EFSD operational regulation was put forward by the European Commission in September 2016. The Council of the European Union agreed on its general approach in December 2016 and the European Parliament adopted its own negotiating position in April 2017. An agreement between the institutions was reached in June. The Council of the European Union's Committee of Permanent Representatives endorsed on 28 June 2017 an agreement with the European Parliament on draft proposal establishing the European Fund for Sustainable Development (EFSD). This deal was reached on that same day. The Council formally adopted the proposal on 25 September. |
