Launch of ‘Europe on the Move’ strategy on mobility and transport

Further information:

The 'Europe on the Move' strategy intends to make traffic safer; encourage fairer road charging; reduce CO2 emissions, air pollution and congestion; cut red-tape for businesses; fight illicit employment and ensure proper conditions and rest times for workers.

At this occasion, eight legislative proposals were also put forward:

+ Revision of the Eurovignette Directive, in terms of charging of heavy goods vehicles for the use of certain infrastructures;

+ Recast of the Directive on the interoperability of electronic road toll systems in the Community;

+ Revision of the Regulations on Access to Road Haulage Market and to the occupation of road transport undertaking;

+ Revision of Directive on the Use of Hired Vehicles for International Transport;

+ Revision of Directive on implementation of social legislation, namely on posting of workers in road transport;

+ Revision of Regulation on driving and rest periods and of Regulation on tachographs;

+ Proposal for monitoring and reporting system for HDV (lorries and buses);

+ Commission Recommendation on the use of the World Harmonised Light Vehicles Test Procedure (WLTP) for car labelling;

The long-term benefits of this strategy were seen as extending beyond the transport sector by promoting jobs, growth and investment, strengthening social fairness, widening consumers' choices and firmly putting Europe on the path towards low emissions.

The European Commission published on 31 May 2017 its 'Europe on the Move' strategy, comprising a wide-ranging set of initiatives related to transport and mobility.

The release of the long-term strategy was accompanied by a first series of eight legislative proposals specifically targeting road transport, together with a set of non-legislative accompanying documents, presenting a range of EU policy support measures.
