Globalization is constantly providing new challenges to European diplomacy, which needs to adapt and move on from the strategic assumptions of the twentieth century. To do so, it would be wise to influence – and, at least partially, guide – global trends in order to direct them towards the new EU’s interests and values. The creation of the European External Action Service (EEAS) is a valuable opportunity to re-shape the targets, roles and rules of the EU’s foreign and security policy. In this regard, the Quadriennal Diplomacy and Development Review (QDDR) by the US State Department may provide a useful example that may be adapted and used by the EU. |
