The Congressional Research Service, a department of the Library of Congress, conducts research and analysis for Congress on a broad range of national and international policy issues. Some of the CRS work is carried out specifically for individual members of Congress or their staff and is confidential. Note that many reports are periodically updated.On 1 June 2007, the European Union (EU) began to implement a new law governing chemicals in EU commerce: Registration, Evaluation, Autorisation, and Restriction of Chemicals (REACH). It was intended to protect human health and the environment from hazardous chemicals while at the same time protecting the competitiveness of European industry. This report summaries REACH and progress in its implementation.
