The Congressional Research Service, a department of the Library of Congress, conducts research and analysis for Congress on a broad range of national and international policy issues. Note that many reports are periodically updated.The final decision approving Norwegian Air International's application for a foreign air carrier permit to operate transatlantic flights to U.S. destinations was issued on 2 December 2016 by the Department of Transportation, or DOT. This action was expected to lead to a substantial increase in discount airline service across the North Atlantic over the next few years, and spurred controversy.
