Proposal for a Council Decision on a Community Position concerning the rules of procedure of the Association Council, the Association Committee and the Special Committees set up by the Agreement establishing an Association between the European Community and its Member States, of the one part, and the Republic of Chile, of the other part

The Association Agreement between the European Community and its Member States and the Republic of Chile was signed on 18 November 2002, and the provisions relating to the institutional framework of the Agreement (Articles 3 to 11) have been applied provisionally since 1 February 2003.

Article 3 of the Agreement established an Association Council, which will examine any major issues arising within the framework of the Agreement and any other bilateral, multilateral or international issue of mutual interest. The Association Council will be assisted in the performance of its duties by an Association Committee and by Special Committees, as referred to in Articles 6 and 7 of the Agreement respectively. The Association Committee will be responsible for general implementation of the Agreement.

Articles 4(2), 6(3) and 7(3) of the Agreement specify that the Association Council must establish its own rules of procedures, plus those of the Association Committee and of the Special Committees insofar as they are not provided for by the Agreement. The first meeting of the Association Council is scheduled for 27 March 2003, and the rules of procedures of the Association Council, of the Association Committee and the Special Committees are to be adopted on that occasion.
