Abstract:

On 9 September 2016 in Geneva, the Russian foreign minister Sergei Lavrov and the US Secretary of State John Kerry signed a package of five documents which provide for a ceasefire between the government forces and the ‘moderate opposition’ in Syria, and then to a common military action by Russia and the United States against the terrorists of the Islamic State and Jabhat al-Fateh al-Shams (previously known as Jabhat an-Nusra).

Under this agreement, a cease-fire came into force on the evening of 12 September. If it holds for a week, Russian and American military officials will create a joint centre to coordinate air strikes against radical Islamists, after having jointly decided where to draw a line between the territories controlled by them and those controlled by the so-called moderate opposition. The Syrian air force is supposed to be be excluded from the joint Russian/American flight zone. The plan also involves the resumption of negotiations between the opposition and the Assad regime.
