On 8 February 2017, the spokesperson of the European External Action Service made the following statement on the Russian Federation's legislation decriminalising some forms of domestic violence.

In this statement, the spokeperson stated that the Russian Federation's new legislation is a clear step backwards in the country's commitment to tackling violence against women and children. This law failed to recognise the very serious and specific nature of violence against women.
He also insured that the European Union would continue to promote the eradication of domestic violence, to protect those who are vulnerable, and to support the victims, both inside and outside of Europe.
