The bilateral relations between the European Union and Paraguay started improving throughout the 1990s. This culminated with the signing of a bilateral Framework Cooperation Agreement in 2002. Trade and investment has increasingly improved, while humanitarian aid from the EU has been provided to Paraguay in the case of natural disasters since 1997.

Alongside the improvement of bilateral economic and trade relations throughout the years, the two sides have also engaged in the framework of the relations between the European Union and the Southern Common Market (Mercosur).
