The European Commission adopted on 25 January 2017 a Recommendation proposing the prolongation of proportionate controls at certain internal Schengen borders where controls already took place for a further period of three months.

The Commission considered that the conditions of the 'Back to Schengen' Roadmap allowing for a return to a normally functioning Schengen area had not yet been entirely fulfilled.

This Recommendation followed a similar one issued in October 2016 and adopted by the Council of the European Union in November.
