On the 29 December 2016 Russia announced that the Syrian government and certain armed opposition groups had reached an agreement on a ceasefire on Syrian territory, taking effect on the 30 December 2016. Russia and Turkey took the role of the ceasefire guarantors and planned talks with all the parties in Astana in January 2017.

The EU welcomed the move but called for a renewal of intra-Syrian talks under UN auspices, within the framework set by the UN Security Council.
