Background and further information:

The consultation aims to collect information on three main pillars:

+ Secure access to health data by citizens and the possibility to share it across borders;

+ Connecting and sharing data and expertise to advance research, personalise health and care, and better anticipate epidemics;

+ Using digital services to promote citizen empowerment and integrated person-centred care.

The need and scope for measures on digital health and care, in line with legislation on the protection of personal data, patient rights and electronic identification was higlighted by the mid-term review of the Digital Single Market strategy. The findings of this conclusions were set to be fed into a Communication scheduled to be released by the end of the year.

The European Commission launched on 20 July 2017 a public consultation on how the European Union should promote digital innovation in health and care, for the benefits of citizens and health systems.
