The European Commission released on 10 December 2015 its draft proposal on a new system to grant and manage fishing authorisations, allowing authorities to better monitor both EU vessels fishing outside European Union waters and international vessels fishing in EU waters.

The proposal forms part of the implementation of the reformed Common Fisheries Policy (CFP), which states that fishers must be subject to the same rules and standards whether they are fishing inside or outside the EU.
