The European Commission's Directorate-General for Energy and Transport develops and implements policy in these closely linked areas. The 2001 White Paper, "European transport policy for 2010 : time to decide ", sets out 60 practical measures designed to bring about significant improvements in the quality and efficiency of transport in Europe by 2010, and to achieve a rebalancing between the modes of transport.

Whilst air transport services within the EU have been fully opened up since 1997, services from Member States to third countries are governed by individual bilateral agreements, often restrictive. Moving towards a system where rights are negotiated for all EU carriers, rather than individual national carriers, will create the conditions for European carriers to operate more efficiently, to the benefit of consumers
