On the 21 September 2016, the European Commission found that five public measures for purely local operations involved no state aid because they were unlikely to affect trade between Member States. This conclusion reflects the modernisation of State Aid rules as 90% of all State aid measures can be decided by Member States themselves without Commission’s approval.

The decisions concern the Spain, Germany and Portugal:
+ Spain: Local media in the Basque language (SA.44942)
+ Spain: Valencian language in the press (SA.45512)
+ Germany: BLSV Sportcamp Nordbayern (SA.43983)
+ Germany: Port of Wyk on Föhr (SA. 44692)
+ Portugal: Santa Casa da Misericórdia de Tomar (SA.38920)

These conclusions complemented a set of others which had been taken by the European Commission in 2015.
