On the 30 August 2016, a statement was released by Andrus Ansip, European Commission Vice-President responsible for the Digital Single Market, and Günther H. Oettinger, Commissioner for the Digital Economy and Society, on the publication of guidelines on European Union net neutrality rules by the Body of European Regulators for Electronic Communications (BEREC).

The guidelines provide detailed guidance for the consistent application of the net neutrality rules by national regulators across the European Union in order to avoid fragmentation in the single market and create legal certainty for businesses to work across border.
