Supporting investment, pursuing structural reforms and preserving responsible public finances is essential to sustain Europe's recovery and modernise its economies. These three areas for priority action - the "virtuous triangle" - were confirmed in the 2016 Annual Growth Survey and underpin the country-specific recommendations and decisions under the Stability and Growth Pact that the Commission is presenting in this package. The package builds on the assessment of the national programmes presented by the Member States in March and April 2016 as part of the European Semester of economic policy coordination and incorporates the data from the latest Commission economic forecast. In parallel to this package, the Commission is also launching a formal consultation of the Contracting Parties to the Treaty on Stability, Coordination and Governance on the transposition of the Fiscal Compact.
