Western leaders are unable to interpret Russian signals correctly, hence the constant sense of surprise. A more sophisticated understanding of mobilisation would help shape more effective policies for dealing with Russia. The West can do little to prevent Russian mobilisation per se, but a more sophisticated assessment of the process and its implications would aid the development of more effective policies of deterrence and dialogue. Understanding the nature of this mobilisation should help to inform planning at NATO’s Warsaw summit in July 2016, an event that will play a key role in shaping the Alliance’s ongoing strategy for dealing with a more muscular Russia. In particular, NATO needs to recognise that Russia’s current mobilisation efforts are not yet complete and will likely continue to affect Russia’s military effectiveness, posture and strategy through 2017–20. |
