In early April 2016 clashes between Armenia and Azerbaijan forces over the disputed enclave of Nagorno-Karabakh in the South Caucasus killed approximately thirty soldiers. Civilian deaths were also reported.

On the 3 April 2016 Azerbaijan declared a unilateral ceasefire. A couple of days later, Azerbaijan and Armenian separatists in Nagorno-Karabakh jointly announced a ceasefire, as international powers scrambled to end the violence in the region.

This was the most serious escalation since the 1994 ceasefire in the so-called 'frozen conflict' in and around Nagorno-Karabakh.

In a Statement issued on the 5 April 2016 representatives of the OSCE Minsk Group countries (Russian Federation, the United States of America, France, Belarus, Finland, Germany, Italy, Sweden, Turkey), strongly condemned the outbreak of violence along the Line of Contact. They urged the sides to cease using force immediately and restated that was no military solution to the conflict.

The representatives of the Minsk Group member states affirmed their support for the Russian, American, and French Co-Chairs’ mediation efforts and welcomed their plans to undertake direct consultations with the sides as soon as possible.
