On the 2 February 2016, President of the European Council Donald Tusk published a proposal to resolve the ongoing negotiation between the UK and EU institutions over the future shape of Britain’s membership. This plan proposes changes on competitiveness, sovereignty, economic governance and migration ahead of an anticipated June referendum.

It is, however, subject to endorsement at the meeting of the European Council on 18-19 February 2016. How likely are European capitals to support the deal? What are the elements, if any, they are likely to seek to amend? And what impact has the diplomatic wrangling over Brexit had on national public opinion?
