In a letter sent to Wolkswagen in January 2016, European Commission for Industry Elżbieta Bieńkowska increased the pressure on the company to compensate European consumers, as it did for drivers from the United States, for its diesel emissions scandal.

Volkswagen officials had previously stated that, while the company would repair vehicles to remove the illegal software which originated the scandal, it had no plans to pay consumers any compensation, arguing they had suffered no loss.
