Press Release: Deal on new rules to attract non-EU students, researchers and interns to the EU

Negotiatiors from the European Parliament and the Council of the European Union reached an informal agreement on 17 November 2015 regarding a draft law on harmonised entry and residence rules for students and researchers from third countries to study or do research at universities in the European Union.

The deal also has provisions to clarify and improve conditions for non-EU interns, volunteers, school pupils and au pairs, so as to facilitate cultural exchanges.

The proposal still needed to be formally approved by the two institutions.
