Explainer: Is the UK Marginalised in the EU?

Overall, using the best available data on EU decision-making, the evidence suggests that on average the UK government has not been marginalised in the making of EU legislation. The UK government is closer to final EU policy outcomes than are most other EU governments. This is also true for policy issues the UK government is particularly concerned about. Nevertheless, there is some evidence that on certain policy issues, including internal market and trade, the UK government has been far less content with the final decisions adopted by the EU.
