Summary: Communication adopted by the European Commission on 30 September 2015, setting out a list of actions aimed at implementation the so-called Capital Markets Union (CMU). Further information: The implementation of a Capital Markets Union (CMU) was set as one of the key priorities for the European Commission led by Jean-Claude Juncker. Free flow of capital was seen as essential to support the third pillar of the Commission's Investment Plan for Europe as it would provide for new sources of funding for businesses, increase options for savers and contribute to economic resilience. While the principle goes back to the roots of European integration, the EU's capital markets were still deemed underdeveloped and fragmented. This Action Plan sets out the priority actions needed to put in place the building blocks of a CMU by 2019, removing barriers to cross-border investment and lowering costs of funding. It was designed following a public consultation launched in February 2015 and support from the European Parliament and the Council of the European Union. The Communication was adopted by the European Commission on 30 September 2015. A first package of measures was also introduced alongside the publication of this Action Plan. |
