EU Interior Ministers continued discussions on migration at this further unplanned Justice and Home Affairs Council held in Brussels on the 22 September 2015. They focused on the European Commission proposal for the emergency relocation of 120,000 persons in need of international protection from member states exposed to massive migratory flows to other EU member states. This number would be added to the relocation of 40,000 persons in need of international protection from Italy and Greece, already agreed and adopted on 14 September 2015. In the end the proposal was adopted but it was necessary to use the majority voting mechanism to secure the vote, a highly unusual procedure for such a politically sensitive issue. Romania, the Czech Republic, Slovakia and Hungary voted against accepting mandatory quotas, and Finland abstained on the vote. António Guterres, UN High Commissioner for Refugees in a statement issued on the 22 September 2015 said 'This is a crisis of political will combined with lack of European unity that is resulting in management mayhem'. UNHCR noted that the relocation programme cannot be effectively implemented without creating adequate reception facilities in countries where refugees and migrants enter Europe. |
