Summary: The Court’s assessment of EUPOL Afghanistan, a civilian Common Security and Defence Policy (CSDP) mission, found that it had been partly effective in delivering its mandate. While external factors may provide some explanation for this, other shortcomings can be attributed to EUPOL itself.
