The leaders of France, Germany, Russia and Ukraine held talks via telephone on 23 July 2015 over the conflict in east Ukraine. The phone conversation in the so-called 'Normandy' format came a week after similar four-way talks. All sides called for the full implementation of the ceasefire deal, according to a source of the French presidency.

Earlier in the week, Ukraine's president Petro Poroshenko had agreed on a 30-kilometer demilitarised zone in the country's eastern region.
