The European Parliament voted on 09 July 2015 in pleanry on a report concerning the export of surveillance technology. The European Commission was in the process of reviewing the 2008 dual use regulation, which set out rules for the export of products with military as well as civilian purposes.

A day earlier, Germany's economic affairs minister Sigmar Gabriel announced the agreement within the country on a new law that was set to impose controls on the export of these technologies.
