Denmark's new conservative-liberal government was ready to call for a referendum in 2015 to decide on a more flexible opt-in arrangement on justice matters with the European Union, according to its work programme which was published on 28 June 2015.

The country still enjoyed a strict opt-out agreement and some feared such text could exclude it from the European cross-border police cooperation, Europol. The new flexible agreement would be similar to those implemented by Ireland and the United Kingdom.
