European Justice Commissioner Věra Jourová stated on 28 May 2015 that the United States and the European Union were still to reach an agreement on the access by secret services of personal data.

The Safe Harbour agreement between the EU and the US enables American companies that sign on to work in Europe as long as they guarantee Europeans' data is safe when it travels to the US.

Negotiations between the EU and the US had been stalled since 2013.
